System Task Forces aNd Committees


To assist the State Board in reviewing policy issues, the State Board has developed a number of system committees and task forces that are comprised of system representatives that are important to bring together on a given topic. These groups generally include State Board members, local trustees, presidents, State Board staff, and other representatives of the college community. The system committees and task forces, the purposes of the committees, and compositions are listed below:

Operating Budget Task Force

The Operating Budget Task Force provides direction and advice regarding the policy priorities for the system’s biennial operating budget. The task force is comprised of:

  • Three State Board members (one of whom serves as chair)
  • Three presidents (to include the WACTC Operating Budget Committee Chair and Vice Chair)
  • Three trustees
  • SBCTC executive director, finance director, operating budget director and other staff (when appropriate).

Capital Budget Task Force

The Capital Budget Task Force is designed to provide direction to the system on the priorities of the system’s long-term capital development program and provide advice and direction on the policy issues that should be reflected in the two-year college system’s biennial capital budget. The task force is comprised of:

  • Three State Board members (one of whom serves as chair)
  • Three presidents (including the WACTC Capital Committee Chair and Vice Chair)
  • Three trustees
  • The SBCTC executive director, finance director and capital budget director

Joint Legislative Committee (JLC)

The purpose of the JLC is to provide advice to the State Board and the State Board staff on legislative issues. The JLC reviews the legislative priorities of the trustees and the presidents to formulate a recommendation to the State Board for a system legislative platform. During the legislative session, the JLC meets weekly (via telephone) to advise the State Board staff on legislative positions for the system. The composition of the committee is:

  • SBCTC Executive Director (serves as chair)
  • Three State Board members
  • Three trustees (TACTC president, chair and vice chair of the Legislative Steering Committee)
  • Three presidents (WACTC president, chair and vice chair of the WACTC Legislative and Public Information Committee)
  • State Board Staff

Creating Opportunities Committee

The Creating Opportunities Committee is designed to provide direction on the system’s public information program, provide an integration of public information and public support for the two-year college system, and develop support by policy makers for the mission and students of the two-year colleges. The current structure of the committee is:

  • TACTC president or designee (serves as Chair)
  • Three trustees (TACTC president-elect and TACTC Legislative Steering Committee Chair)
  • Three presidents (WACTC president, chair and vice chair of WACTC Legislative and Public Information Committee)
  • Two State Board members (one alternate)
  • Three PIOs (chair of the Public Information Commission and two additional PIOs)
  • State Board Staff
  • A representative from the college foundations (non-voting)

Technology Transformation Task Force

Goal

The Technology Transformation Task Force is writing a technology plan that will make recommendations on how our community and technical colleges use technology to support 21st century learning spaces, student services and administrative applications. This study will lead to an overall technology plan and a budget request to the Governor for 2009-2011.

Need

  • Economic development for the state of Washington depends increasingly on an educated workforce that can use technology well.
  • Students, faculty and staff expect to be able to access education and services immediately and efficiently through 24/7/365 online tools. Providing flexible, convenient learning spaces and online student services is a cost of doing business in higher education.
  • Over 72,000 students in the community and technical college system took at least one online course in 2006-2007 and online course enrollments are growing 15% annually.
  • Reasons to use digital technologies continue to increase in: the classroom, online learning spaces, student services, colleges’ administrative functions, professional development and data gathering. Technology has become central to all college functions.
  • Our system requires a comprehensive technology plan to address these needs.

COmmunication

Process

This group effort was requested and is led by SBCTC Board members. The task force has representation from State Board members and staff, WACTC, college staff, CIS, ITPG, faculty, K-12, and private sector technology entrepreneurs with expertise in public issues.

Four sub-committees have worked in four broad areas of the technology plan:

  • Creating a Vision: A system vision using findings from students, faculty, staff and community surveys, plus a scan of exemplary plans and trends.
  • Mapping a Path to the Future: A technology road map using existing and new technology solutions.
  • Decision Making: A system decision-making process to support proposed actions in the technology plan.
  • Funding: Sustainable funding models for technology in the college system leading to a 2009-11 budget request.

The task force has used extensive research to understand and analyze existing capabilities and processes and to create a technology vision for our system. Strategic planning work already developed by system commissions and councils, such as the IC Cornerstones and the ITPG technology plan, as well as the work of other states and national agencies, has been used.

User needs have been gathered by surveying and interviewing faculty (report, slides 1, slides 2, IT directors (slides 1, slides 2, slides 3, slides 4) and students (report, slides). Constituent groups have been and will continue to be asked for feedback at multiple points in the process.
