Program Reviews


The Adult Basic Education Office at SBCTC conducts in-person monitoring visits of local basic skills providers to ensure compliance with the National Reporting System (NRS). Visits are conducted based on these principles:

  • Demonstrating the inter-relationship of data and program performance--how data affect program performance and how performance affects data;
  • Exploring ways to monitor programs to enhance the connection between performance and data; and
  • Discussing ways to identify and implement program improvement efforts.

NRS stipulates that the state adult education office ensures data quality by monitoring local programs to identify if the providers are:

  • adopting and implementing the state standardized test (CASAS),
  • using the state data management system (WABERS),
  • employing a student goal-setting process (Educational Interview or similar process),
  • using a local data management system to ensure data access, accuracy, and reliability and to ensure that local staff are conducting regular data-checking,
  • using data for program improvement and in program design,
  • ensuring that students with functional limitations can access the test and classroom modifications required to demonstrate their educational development and achievements (universal design).
