Professional-Technical Programs
Washington’s community and technical colleges offer a wide variety of professional-technical training programs. A matrix of those program offerings is provided in the download table below. The matrix shows general program areas and not the specific titles used by the colleges.

Program Approval Policy and Forms
The State Board is required to approve new professional-technical program offerings. The following documents describe the process and include the necessary forms.
- The time allowed for system response is being reduced from 30 working days to three calendar weeks. Remember that the proposing college will provide evidence of collaboration with those colleges that have programs that are the same or similar to that which is being proposed. (If you have questions about a specific program, or whether another college has submitted a program proposal, please contact me.) You are expected to contact other colleges in the region in an attempt to work collaboratively before submitting a request for a new program to the State Board, avoiding overly competitive or adversarial approaches to new program startups.
- Since the labor market data for the green economy jobs is not readily available, we will not be as stringent with the requirements of that section of the revised PAR (called IPAR). The section on labor market data applies to new and emerging green economy jobs only.
The updates process document and form IPAR are below. The "Interim" professional-technical program approval process will remain in effect until further notice.

Viability Analysis
Program Viability: All programs should be continually reviewed for their effectiveness in meeting the training needs of industry, as well as in fulfilling the mission of the college. Programs failing to meet these needs should be subject to review for viability. The following document will help you through the process of determining whether a program is viable.
Organizational Viability: This paper provides a framework for viewing the makeup of organizations and understanding some of the types of processes within the organization, which are basic to organizational success.
