Workforce Funding and Technical Assistance
The Department provides the funding and technical assistance to Washington State community and technical colleges in the following program areas:
- Apprenticeship grants help maintain and expand apprenticeship programs.
- Basic Food, Employment and Training enables food stamp recipients to gain the skills necessary for higher wages, better jobs, and further advancement.
- Centers of Excellence funding helps colleges that are designated as Centers of Excellence serve as points of contact and resource hubs for industry trends.
- Customized Training for businesses expanding in or relocating to Washington State.
- The Homeland Security Institute, chartered under the Washington State Homeland Security Strategy, provides cross-discipline training and training support systems to emergency responders.
- Job Skills grants provide funding for customized training for business. This program also links funding for customized training with dollars from Worker Retraining, WorkFirst, and Employment Security Department incumbent worker training programs.
- Federal Perkins dollars help stimulate innovative instruction and link high schools and colleges together through the Tech Prep program.
- Worker Retraining serves unemployed workers seeking new skills.
- WorkFirst block grants serve low-income students.
- Workforce Development / High-Demand funds are available in several categories: base allocations, workforce development projects, and high-demand grants.
Application for Funding
Washington State community and technical colleges can apply for funding from the programs listed above through the Online Grant Management System (OGMS).

*Job Skills Program application reviews begin on May 6, 2009. Applications received by April 29, 2009, will be reviewed on May 6, 2009. From there-forward, applications will be accepted through the last Wednesday of each month for review the following week. Any Job Skills Program applications approved prior to July 1 are on a provisional basis pending funding availability in FY2010. Projects may not begin until July 1, 2009.
**Non-traditional and Perkins Leadership applications received no later than June 11, 2009, will secure funding July 1, 2009. Applications will be accepted after that date, but funds cannot be used for expenses incurred before application approval.

TIME AND EFFORT REPORTING
Time and effort reporting is required of educational institutions that receive federally-funded grants or SBCTC grants that require time and effort reporting.
