Compliance Assistance and Review Team (CART) Responsibilities
Operations Reviews:
Fiscal and compliance reviews and monitoring to assist in complying with federal and state requirements and provide SBCTC policy and fiscal guidance.
Civil Rights Reviews: Review and monitoring of colleges for compliance with applicable Civil Rights laws as required by the US Department of Education.
Who Receives Reviews?
- Community and technical colleges
- Sub-recipient community-based organizations receiving federal grants from SBCTC
- Private career schools and colleges contracted with SBCTC to provide state or federal financial assistance to students
Training & Technical Assistance
Training and technical assistance is available to colleges to provide staff training on federal
grant compliance, time and effort, Civil Rights, etc., as well as provide technical assistance
to colleges upon request.
Internal Audit
Provide internal audit services and technical assistance to SBCTC. Also available (as schedules permit) to provide review services to community and technical colleges.

CART Team
David Bishop: As the SBCTC Audit Coordinator, David coordinates and performs the college and program reviews throughout the system.
Rick Woodruff: In his role as Director of Accounting Services, Rick oversees the review services provided by SBCTC.
